BEAT: "Beats" are subdivisions of districts and designate a geographic area assigned for patrol purposes.

BUREAU: "Bureau" designates the largest organizational component of the Department.

CHAIN OF COMMAND: "Chain of Command" is a series of positions, each of which is directly commanded
 by the one immediately above it. At a given time,
there is only one position in any echelon above a given position
 within the chain
of command. There may be many positions in each echelon below a given position.

CITIZEN: "Citizen" or "Private Citizen" designates any individual who is not acting as a sworn or civilian member 
of any law enforcement agency.

CIVILIAN: "Civilian" designates any Department member who is not sworn

COMMAND OFFICER: "Command Officer" designates an officer who has attained the rank of lieutenant or higher.

COMMANDING OFFICER: "Commanding Officer" is a functional title used to designate any employee who exercises 
authority over and is responsible for the
functioning of a subdivision of the Department.

DEPARTMENT: "Department" designates the San Jose Police Department, to include all subdivisions and personnel.

DETAIL: "Details" are the smallest organizational components and may be formed on a permanent or temporary basis.

DISTRICT: "Districts" are subsections of an area and designate a geographic subdivision of the City, comprised of 
a given number of beats.

DIVISION: "Division" designates the largest functional subdivision of a bureau.

EMPLOYEE: Employee" or "Department Employee" has the same meaning as "Member".

MEMBER: Member" or Department Member" designates any individual assigned to the Police Department, including 
officers and civilians.

OFFICE: "Office" when used in this sense refers to a functional entity, not to be confused with "Police Officer
which is a specific Civil Service Classification.

PERSONNEL FOLDERS: "Personnel Folder" as used in this manual refers to those personnel records 
maintained by the Department Personnel Unit.

POLICY: "Policy designates a governing principle of management and reflects the objectives, philosophy, 
and direction of the department.

PROCEDURE: "Procedure" designates a step-by-step outline of action to be followed for the accomplishment of a task.

PROGRAM: "Program" designates a department subdivision which is separately
defined and budgeted in the Department Program Budget.

PROGRAM MANAGER: "Program Manager" designates the commanding officer directly responsible for the management 
of a program.

RULE: "Rule" designates a specific course to be followed or avoided and governs conduct, action, usage, or regulation.

SECTION: "Sections" are the functional subdivisions of a unit.

SHIFT: "Shift" designates a period of time that a Department member is assigned to work.

STAFF OFFICER: A "Staff Officer" is an officer who normally works in a staff capacity.

SUBDIVISION: "Subdivision" describes any organizational entity within the Department, either on the basis of function, time or area.

SWORN PERSONNEL: "Sworn Personnel" designates all personnel of the Department who have taken the Oath of Office 
and who possess police powers.

UNIT: "Units" are subdivisions of a division.
